Details This article reports the development process of NDSU Can-Do Statements (NDSU Can-Do). It consists of three steps. In the beginning, the initial survey, based on the descriptors of CEFR-J, is conducted to know beliefs in English language skills of the first year students at Notre Dame Seishin University. Then results suggest that NDSU Can-Do needs some modifications at certain levels of CEFR-J. In the second step, five levels of CEFR-J (A2.2-B2.2) are subdivided into ten lower levels. In this step, new descriptors from “CEFR-J Can-Do Descriptor Data Base” are added to the existing ones at original levels, depending on their difficulty of each task. At the final step, NDSU Can-Do is checked on its consistency at modified levels.
